Rent Subsidy in Malta: Who Qualifies for the Housing Benefit Scheme

The Housing Authority pays up to 6,000 euro a year towards the rent of tenants renting from private landlords in Malta. The scheme is called the Housing Benefit Scheme, it is open to anyone over 18 who meets the income limits, and it has one condition that disqualifies more applicants than any other: the lease has to be registered with the Housing Authority.

In August 2026 the scheme changed. Beneficiaries who start earning too much no longer lose the money overnight - the benefit now tapers over two years. Here is what the scheme pays, who qualifies, and what the new taper actually means in euros.

What the Housing Benefit Scheme pays

The benefit is worked out case by case from two numbers: your household income in the previous calendar year and the rent you actually pay. Whatever that calculation produces is then capped. The 2026 scheme document sets the caps by household type, and each type also has an income ceiling you cannot exceed:

  • Single person - income up to 21,900 euro, benefit up to 4,200 euro a year.
  • Single parent with one child - up to 22,100 euro, benefit up to 5,400 euro.
  • Single parent with two or more children - up to 26,500 euro, benefit up to 6,000 euro.
  • Two adults without children - up to 22,100 euro, benefit up to 4,200 euro.
  • Couple with one child - up to 26,900 euro, benefit up to 5,400 euro.
  • Couple with two or more children - up to 34,900 euro, benefit up to 6,000 euro.
  • Separated, annulled, divorced or de facto separated, over 55 - up to 34,900 euro, benefit up to 6,000 euro.
  • Three or more adults living together - up to 31,000 euro, benefit up to 6,000 euro.

Where a household includes a person registered as disabled, the income ceiling is 35,000 euro. On top of the figures above the scheme adds 125 euro a year for a household with a disabled member, another 125 euro a year for households of more than five people, and 300 euro a year for families with fostered children living with them.

Income here means gross income from work, overtime, pensions and other social benefits for the calendar year before you apply. Children's allowance, medical assistance and the non-contributory allowance are left out of the calculation, and a separated applicant can deduct documented alimony payments.

The condition that disqualifies most applicants

Clause 6 of the scheme is blunt: an application fails if the rental agreement is not registered with the Housing Authority in accordance with Chapter 604. The lease also has to cover at least six months and the property has to be your ordinary residence - a summer residence does not count.

This trips up tenants who have done nothing wrong, because registration is not their job. Article 4 of the Private Residential Leases Act (Cap. 604) puts the obligation on the landlord, who has 30 days from the start of the lease to register it and pays an extra fee if the registration is late. An unregistered contract is null and void by operation of law, which is a much bigger problem than a missed subsidy - we covered what that means in practice in what happens if a lease is not registered in Malta.

What changed in August 2026: the two-year taper

The Housing Authority reviews every beneficiary's income every two years. Until this year, a household that crossed the income ceiling at a review lost the whole benefit at once. On 28 August 2026 the Ministry for Accommodation and Lands announced a tapering mechanism, now written into the scheme document:

  • Year one after the review - you receive 50% of the benefit you were getting before.
  • Year two - you receive 25%.
  • After that - the application is closed automatically.

Two details matter. You keep the right to object to the invalidation of your application within 30 days of being notified. And if your income drops back below the threshold during the taper, you can submit your income documents for a fresh revision - but only if you are still living in the same property and the lease is still registered with the Housing Authority. Once six months have passed since the last tapered payment, you have to start again with a new application.

Who cannot apply

Beyond the income ceilings and the registration requirement, the scheme rules out applicants who:

  • are not using the property as the ordinary residence of themselves and their family;
  • have already benefited from the old Home Ownership Scheme, or from an interest-rate subsidy issued by the Housing Authority or the Department of Social Accommodation while keeping rights over the same property;
  • do not hold one of the accepted statuses. You need to be a Maltese or EU citizen, or hold refugee status, subsidiary protection, long-term residence status or a specific residence authorisation. Married couples who are not separated must apply jointly, and one of them has to be a Maltese or EU citizen.

The property itself also has to be in a good state of repair and habitable, and the residential use has to be lawful.

How the application and the payments work

Applications go to the Housing Authority on the prescribed form, in person in Floriana or Victoria, or online. Each application carries a 10 euro administrative charge and is not accepted without it and without the supporting documents.

Once approved, the benefit starts on the first day of the month after the application is accepted and is paid monthly in advance by direct credit to the tenant, not to the landlord. The Authority no longer asks for rent receipts every three months, precisely because it can see the registered lease - but you are still obliged to keep your receipts for at least six months, and it can ask for them at any time. Failing to produce them means refunding the year's benefit.

The benefit is suspended immediately if the lease stops being registered or the contract is terminated. That is worth remembering at the end of a lease: if your landlord lets the contract run into its automatic renewal, the renewal has to be registered too. What this means if you are the landlord

Nothing in the scheme obliges you to do anything extra, and nothing stops you from renting to a tenant on housing benefit. The money is paid to the tenant, so your rent still arrives from the tenant in the normal way.

The single thing you control is registration. A registered lease is already your legal obligation within 30 days under Cap. 604, it is what makes your contract valid, and it is what keeps your tenant's subsidy alive. Extra support for victims of domestic violence

The same scheme document carries a separate initiative for victims of domestic violence still living with the perpetrator, aimed at people who cannot access social housing while separation proceedings are ongoing. Applications are not submitted by the person directly: social workers from the Domestic Violence Unit of Aġenzija Appoġġ and from Active Ageing and Community Care refer them to the Housing Authority.

The support is capped monthly rather than annually - 850 euro for a single person, 1,000 euro with one dependent, 1,150 euro with two and 1,300 euro with three or more - and it covers a one-time deposit and first rent. Approval runs for one year, with a professional review in the ninth month that can renew it, halve it or end it. Here too, the contract has to be registered under Cap. 604.

The scheme in short

  • Up to 6,000 euro a year, paid monthly in advance to the tenant, income ceilings from 21,900 to 34,900 euro depending on the household.
  • The lease must cover at least six months and be registered with the Housing Authority. No registration, no benefit.
  • Income is reviewed every two years. Since August 2026, crossing the ceiling means 50% of the benefit for a year, then 25%, then closure.
  • Registration is the landlord's duty within 30 days - but if they skip it, the tenant can register the lease at the landlord's expense.
